Compression being lost

I have a tif page compressed using CCITT4. If I add an annotation, merge it with the document and save it using a TiffEncoder with compression CCITT4, it still saves as LZW. My annotation has no colors, just text.
Can you please advise what is the best way to add an annotation and keep the compression?

Hello,

When you merge image with annotation(s) - image will be converted to 24 bpp color image. After merging you can convert color image to black-white image manually.
